Burpham Neighbourhood Forum 2018

Neighbourhood planning allows local people to produce and review neighbourhood plans and Neighbourhood Development Orders. Neighbourhood plans contain planning policies that are used to determine planning applications, along with the Council's Local Plan and other considerations. Neighbourhood Development Orders grant up front planning permission for specific developments.

In areas without a parish or town council, neighbourhood planning is led by a neighbourhood forum. Neighbourhood forums are designated by the Council and must meet the conditions set out in the Town and Country Planning Act (1990) as amended, which are:

  1. It must be established for the express purpose of promoting or improving the social, economic and environmental wellbeing of the area.
  2. Membership must be open to anyone who lives, works, does business or is an elected councillor in the neighbourhood area.
  3. It must have a minimum of 21 members drawn from the groups listed above.

The Council must consider whether a group wishing to become a forum has secured (or tried to secure) at least one member from each of the groups in point 2 above, whether the membership is drawn from different places in the neighbourhood area and from different sections of the communty, and whether the purpose of the organisation reflects the character of the area.

On 4 February 2013, the Council designated the Burpham Neighbourhood Area following the boundary of Burpham ward, and designated the group named the "Burpham Neighbourhood Forum" as the neighbourhood forum. The forum subsequently produced the Burpham Neighbourhood Plan, which is currently used to help determine planning applications. Under current legislation, forum designations last for five years, meaning the Burpham Neighbourhood Forum ceased to be the designated forum for Bupham on 5 February 2018. The Burpham Neighbourhood Area and the Burpham Neighbourhood Plan are not affected by the expiry of the forum designation.


The Burpham Neighbourhood Forum has applied to be designated again as the forum for the Burpham Neighbourhood Area under regulation 8 of the Neighbourhood Planning (General) Regulations 2012. You can find the application below under "Consultation Documents". Printed copies are available at the following locations:

  • Guildford Borough Council main offices at Millmead House, Millmead, Guildford, Surrey GU2 4BB during normal office hours,
  • Guildford Library, 77 North Street, Guildford, Surrey GU1 4AL during opening hours.

The Council must consult on the proposal for at least six weeks and then make a decision as to whether to make the designation. If the designation is made, no other body or organisation may be designated as the forum for the Burpham Neighbourhood Area until the designation expires or is withdrawn.
