Submission Local Plan: Strategy and Sites - Main Modifications

Sept18_Track_change_SLP_front_cover_imageThe Proposed Submission Local Plan: strategy and sites sets out the vision for Guildford borough and the Council’s approach to development up to 2034. It plays important role in shaping Guildford’s future – how our towns and villages develop, protecting and enhancing our natural environment, developing our local economy, improving leisure and visitor facilities and supporting more sustainable forms of travel. 

The Council consulted on the Proposed Submission Local Plan: strategy and sites in June and July 2016. A number of changes were then made to the 2016 plan as a result of the consultation and further work. The Council consulted upon those changes in June and July 2017. The 2017 plan was subject to minor changes and submitted to the Secretary of State in December 2017 for independent examination.

A series of public hearing sessions on the Submission Local Plan were held from 5 June 2018 to 5 July 2018. The interim conclusion by the independent Inspector is that the plan is 'sound' subject to main modifications.

Public consultation

The Council has produced a set of main modifications to the plan, which are subject to a six-week period of public consultation. The consultation will run from 12 noon on 11 September 2018 to 12 noon on 23 October 2018.

The consultation is open to anyone and is limited to the proposed main modifications only. Any duly made representations received during the consultation period will be provided to the Inspector who will consider whether these modifications should be made in order to make the plan sound.

  • All proposed main modifications are listed with their unique reference number in the Schedule of Proposed Main Modifications. You can find PDF and Online versions of the schedule below under "Consultation documents". The online version of the schedule includes comment boxes so you can submit comments online.
  • Main modifications are shown in red. New text is underlined (new text looks like this), and deleted text is struck through (deleted text looks like this). Main modifications to maps are shown within yellow boxes and inset maps.
  • We have provided PDF and online versions of the plan in order to show how the main modifications look when inserted into the plan. The online version of the plan does not include comment boxes because comments should be made against the Schedule of Proposed Main Modifications.
  • The main modifications are intended to address issues of legal compliance and/or soundness and representations should focus on the effect of the modification(s) on the Plan’s soundness or legal compliance. Printed copies of the Schedule of Proposed Main Modifications and the modified plan are available to view at the Council offices during usual office hours and at the borough's libraries during opening hours.

As well as the main modifications, minor modifications have also been made to the plan. These changes are not related to the soundness of the plan, are not subject to consultation and have not been shown as tracked changes in the schedule and the plan. If you respond by email or letter, please make sure tell us which main modification each of your comments relates to by referencing the relevant number from the Schedule of Main Modifications. Please note that we cannot accept anonymous comments so you must provide your name and email and/or postal address.

Your comments and your name will be published when the consultation is complete and will also made available to the Inspector who examines the plan, but personal information (such as addresses and email addresses) will be kept confidential.
