Guildford Community Infrastructure Levy (CIL)

The Community Infrastructure Levy (CIL) is a new tariff system that is paid by landowners or developers when new developments are built. It is a transparent and even-handed way for them to contribute to funding infrastructure to support development in the area. Councils must use the pooled CIL receipts to help to fund, provide, improve, operate or maintain infrastructure.

Once the CIL is introduced in the borough, landowners and developers will have to pay the required amount of CIL when they build their new buildings or extensions. The CIL is non-negotiable, but there are certain exceptions, such as affordable housing and developments by charities and used for charitable purposes.

The amount to be paid is based on the net floor area of new building or extension, and its use. It will apply to most new buildings and extensions over 100sqm gross, and to new homes regardless of their floor area.

We are in the process of developing a CIL charging schedule for the borough. We held a consultation on our initial proposals for CIL rates in the borough, set out in the preliminary draft charging schedule, between 19 January and 1 March 2015. We will use these comments received to inform the preparation of the draft charging schedule.
