Proposed Submission Local Plan: strategy and sites 2017

Cover pageThe Proposed Submission Local Plan: strategy and sites sets out the vision for the borough and the Council’s approach to development between 2015 and 2034. When adopted the plan will play an important role in shaping Guildford’s future – how our towns and villages develop, protecting and enhancing our natural environment, developing our local economy, improving leisure and visitor facilities and supporting more sustainable forms of travel. 

The Council produced the Proposed Submission Local Plan: strategy and sites in 2016 and consulted on it in June and July of that year. The plan took into consideration the comments submitted during previous consultations held on the Council’s Issues and Options document (autumn 2013) and draft Local Plan (summer 2014).

As a result of the 2016 consultation and further work, the Council has proposed a number of changes to the plan. The Proposed Submission Local Plan: strategy and sites 2017 includes the proposed changes.

All proposed changes are shown as tracked changes:

  • deleted text is red and struck through (deleted text looks like this),
  • new text is red and underlined (new text looks like this) and
  • changes to maps are shown within yellow boxes and inset maps.

Consultation on this document closed at 12 noon on Monday 24 July 2017.

Consultation

The council invited comments about the Proposed Submission Local Plan: strategy and sites 2017 from 12pm (noon) on Friday 9 June to 12pm (noon) Monday 24 July targeted on just the proposed changes to the plan. The council also asked for comments specifically relating to legal compliance, soundness and the Duty to cooperate. Although the consultation has now closed, the Proposed Submission Local Plan remains available to view using the links below and on our website at www.guildford.gov.uk/newlocalplan. Printed copies of the plan are available on request.

Next steps

The consultation closed on 24 July 2017 and we have now analysed and considered all of the representations.

The representations from both the 2016 and 2017 consultations on the Local Plan are available to download below. You can search the database of representations received during the 2017 consultation through the "View the responses" link under "Consultation Links" below, or by viewing the online versions of the documents under "Consultation Documents" below. The database of representations for the 2016 consultation can be found in the same place on the 2016 consultation homepage.

We will publish a Consultation Statement, which provides our response to all the main issues raised to both last year’s and this year’s consultation, alongside the submission version of the Local Plan that will be passed on to the Secretary of State for examination by an independent Planning Inspector. Your comments will also be made available to the Inspector who examines the plan.

As set out in the LDS we intend to submit the plan for examination by an independent inspector in December. The comments about changes to the plan and updated evidence base will be passed to the inspector, along with the comments from the 2016 consultation. This will allow the inspector to gain a full understanding of the main issues raised to all aspects of the plan.

Once the Plan is submitted the timetable is then in the hands on the Planning Inspectorate. We estimate they may hold a pre-examination meeting around February 2018 and the Examination in Public will be held between April and July 2018.
