Proposed Submission Local Plan: strategy and sites 2017

Cover pageThe Proposed Submission Local Plan: strategy and sites sets out the vision for the borough and the Council’s approach to development between 2015 and 2034. When adopted the plan will play an important role in shaping Guildford’s future – how our towns and villages develop, protecting and enhancing our natural environment, developing our local economy, improving leisure and visitor facilities and supporting more sustainable forms of travel. 

The Council produced the Proposed Submission Local Plan: strategy and sites in 2016 and consulted on it in June and July of that year. The plan took into consideration the comments submitted during previous consultations held on the Council’s Issues and Options document (autumn 2013) and draft Local Plan (summer 2014).

As a result of the 2016 consultation and further work, the Council has proposed a number of changes to the plan. The Proposed Submission Local Plan: strategy and sites 2017 includes the proposed changes.


The council is inviting comments about the Proposed Submission Local Plan: strategy and sites 2017 from 12pm (noon) on Friday 9 June to 12pm (noon) Monday 24 July targeted on just the proposed changes to the plan.

All proposed changes are shown as tracked changes:

  • deleted text is red and struck through (deleted text looks like this),
  • new text is red and underlined (new text looks like this) and
  • changes to maps are shown within yellow boxes and inset maps.

After the consultation, the Council will submit the plan for examination by an inspector. Only comments about changes to the plan will be passed on to the inspector from this consultation. The inspector will also receive the comments from the 2016 consultation, so will get the complete picture of comments about the submitted Local Plan.

You can make general comments about the proposed changes to the plan, but the Council is also asking for specific comments relating to legal compliance, soundness and the Duty to cooperate. For more information about what this means, please read this guidance (link opens in a new window).

The Proposed Submission Local Plan is available to view using the links below and on our website at Printed copies of the plan are also available at the Council offices during office hours and at local libraries within the borough during opening hours. How to respond

Have your say on the Proposed Submission Local Plan: strategy and sites 2017. You can:

  • make general comments about proposed changes to the plan as a whole and supporting documents by completing the online questionnaire below and/or
  • make comments about proposed changes to specific sections of the plan by reading the online version of the plan below and by using the comments forms embedded throughout the document

If you are unable to comment online you can write or email your comments to us using the contact details at the bottom of this page (please remember to tell us which change in which section, page, policy or map you are commenting on as well as providing your name and email and/or postal address).

Please note that verbal comments cannot be taken into consideration. We cannot accept anonymous comments. Your comments and your name will be published when the consultation is complete, but personal information (such as addresses and email addresses) will be kept confidential.

We will collate and analyse all the comments received, and produce a Consultation Statement in which we will provide our response to all the main issues raised to both last year’s consultation and this year’s consultation. This will be published alongside the submission version of the Local Plan that will be passed on to the Secretary of State for examination by an independent Planning Inspector. Your comments will be also made available to the Inspector who examines the plan.
